1. Read the instructions carefully and Click 'PROCEED' button to proceed further.
2. Applicant should keep the following documents ready before filling up of application through on-line mode:
- Valid 10 digit Mobile Number.
- Scanned copy of the all the valid documents.
- Identity Proof (Aadhaar Card/ PAN Card/ Voter ID Card).
- Complete fill up the Application Format.
3. The Applicant should fill up all the required information i.e. Applicant/ Owner Details, Hostel Details, Principal & Employee Details of institute, Students Details etc. correctly.
4. Applicant should upload the scanned image of Identity Proof, Land Record / Lease Deed/ Agreement, Fire Safety Certificate (fire Deptt), Electrical Certificate (Electrical Inspector), Civil Construction certificate From R&B, Sanitation and health Certificate from BMC/ CMC, NOC from Local Police Station, Police Verification report Owner/ Superintendent/ Warden/ Caretaker/ Watchman/ men.
Note:- Size of file should be between 100kb to 500kb.
5. Applicant should upload PDF file of all Valid documents.

6. Applicant will receive a message on the registered mobile number containing Application Number on completion of Registration.
7. Applicant will receive Approval/ Rejection message on the registered Mobile Number on Approval/ Rejection of application by the Licensing Authority.
8. After submission of all documents by owner/ applicant, Licensing authority will verify all the documents through Joint Inspection of all the concerned department.
9. After receipt of compliance report from all the stake holders approval/ rejection message will get the applicant.
10. Applicant will pay the challan amount after getting Approval message. For reference go through the details given below:-

- Then Click on Receipts under the Odisha Urban Police Act Menu & Click on (Heads of Account not decided) and then Click on the Next Button.
- Provide all the required information i.e. Amount, Depositor Details, Identification Details etc. on the E-Challan page and pay the required Amount.
- kindly download the Challan for future reference on payment completion.
11. Applicant will have to Upload the Challan Copy on the given link after successfull completion of payment: Click.
12. After verification completed Applicant will get the final confirmation message. Then Applicant can download the Licence Certificate from the link Click.
13. Applicant will receive the final confirmation message on their registered mobile number after verification.
14. Renewal of Private Hostel Licence should apply before one month from the expiry.
